Hmmm, like the grocery store or Target? Any store that is specifically marketed towards baby/kids will automatically have higher markups, so I would probably avoid places like Gap Kids, Janie and Jack, etc...
Oh what about Claire's, at the mall? That was one of my favorites when I was a kid. :)
not going to be a pc response, but if you have an african american geared hair store in your region try there
