I love the pave, but from the way that you describe her I think she may like to solitaire. They are both beautiful. I'm sure she will love either one. Congratulations!
I like the pave. I think that though she doesnt like big diamonds she will like the added femininity of the pave. Its just enough bling with the little diamond.
Pave diamonds can fall out of the setting easily (and especially if she's working in law enforcement). You can't go wrong with a solitarire and let her pick out a band she likes! ;)

Both rings are great! I would prefer the pave but for her being in law enforcement, the simple but lovely solitaire will work better.

The one on the right. The solitaire. I feel that the pave one with all the bling compenstates for a "big diamond." There is a chance that they can fall out easily. And with her being in law enforcement...it may not be a great idea.

I must be in the minority, because I don't really care for pave settings. I'd be concerned about it rubbing/scratching my other fingers. I prefer a smooth ring against my fingers.
Both are beautiful and classic. And with that cut and color they should both look fantastic in real life!
Honestly I love both of these.
However, you might want to choose based on what kind of wedding band you see her wearing it with. Maybe the solitare, with a pave wedding band, for example? I personally find that the prettiest look.
The solitare is in general a little more flexible and a little more classic that way. If she prefered no pave at all, she could get that with the solitare, and a plain wedding band. It seems like that's slightly more likely than her wanting to maximize the pave (pave e-ring band and pave wedding band).
I'd go with the solitaire. Since she will want to wear it at work, that will be more durable. Those pave things get dirty really quick, too and don't look as shiny after a month or so and they never look the same. I have a RHR that has pave diamonds (it was sooo pretty at the time), and it is basically impossible to keep it looking nice because dirt builds up in the cracks if you do even normal activities like petting a dog or exercising ;p.

by way of background - were both 25 and have been together for 4 years. She's been talking about engagement for a while and a few of our friends have got engaged in the past few months (I was planning in any event).
She doesn't like big diamonds and has already made that clear. She works in law enforcement and I suspect she would probably feel a bit conscious of it.
I've narrowed it to two rings - both are top graded diamonds (F or above, GIA certified and excellent cut). The pave ring is a 0.29 diamond, the solitaire 0.25.
I have attached a picture of both together and would be extremely grateful for any views!
