I'm going to Jill Bates in East Rochester this week for my first fitting!. My aunt is a stemstress in the area, and recommended her.

I called Jill Bates, and at that time (April 2009) should wouldn't let me bring a dress in for a free quote/consultation. Instead, she sent me a brochure and in her brochure it indicated that she charges you for a quote if you don't end up using her services. Plus, her prices were fairly steep, in my budget-minded opinion.  (I bought my $800-retail dress on eBay for $420... I wasn't about to pay another $350+ in alterations.)

I ended up going to Inna of Alis Designs in Pittsford. She was REALLY good, and affordable. I had my hem shortened (lace overlay over satin), straps shortened, cups added, bustle added, and waist taken in... all for $200.

I got another quote from a seamstress in Greece (I forget her name) also for $200--I went with Inna because she was a lot closer to my house.

I would highly recommend Inna. She came recommended to me from a friend who had her bridesmaid dress done there. One of my bridesmaids also had her dress done by Inna.

As I said before, I got exact same quote and the same "good feeling" with Nadia, but with all else being the same, Inna was closer to home for me than Nadia.

If I remember correctly, she was in Greece... she was definitely on the NW side, whereas I live in Fairport, and Inna is in Pittsford.
