Personally, I would only do them for those guests who will be in the hotel room for more than one night.  My thought process is this:  I intend to include things in the welcome bag like water, snacks, local goodies, welcome packet info, etc., which will mostly only be used by those who are there the night before the wedding (or longer).  Those guests checking in just for the night won’t have time to get any use out of the stuff and would just take it home.  Not to say it would go to waste, but it wouldn’t serve my intended purpose for the welcome bag.  I’m sure your guests will appreciate them either way!

@excitedtobeMRSF:  I would give to everyone staying in the hotel. Most people will check in earlier and get ready at the hotel before the ceremony, or between the ceremony and reception if you have a long break. I always think its nice when I get back to my room after the reception to have a bottle of water, snack or tylenol or something.

We did them for everyone staying in the hotel so it didn’t look like favoritism.

Granted, then my MIL made her own bags for only their family without telling us (so then their side awkwardly got two…)…

@AmyFarrahFowler:  LOVE your name!  And also, good point.  Our ceremony is at 2pm, so I know guests wouldn’t be checking in before that because hotels rarely have check-ins earlier than that, but if we were having a later ceremony and guests could check in prior to the ceremony, having a bag would be a nice welcome before the wedding as well!
