Fathers, Grandfathers, maybe your ushers, brothers or brother in laws not in the direct wedding party...Maybe if you have any Uncles or males that are doing a reading you would like them to wear one....
I know fathers do and the ring bearer does. Not sure about grandfathers though
Besides the groomsmen (and the groom!), we gave bouts to the fathers and the ring bearer. We didn't have grandfathers around, but if we did they'd probably get bouts too. Hope that helps!
I've always seen Groom, GM, fathers, ushers, ringbearers and any male readers.
Don't forget the officiant/minister! If he's wearing a suit, he should get one, too. If he's wearing like a church robe, not so much. Also, if you've got stepfathers, they should get one as well.
Oh I didn't think about the minister. You're right!
I'm still deciding if ushers should get them or not.

No on the preacher's wife (unless you just really want to...but it's not commonly done).
