How do you find out if anyone wishes to make a toast at your wedding?
We’re not having a bridal party.
Our guest list is small enough, that if anyone wished to toast they could, but I don’t know how one finds out. Is this something you put on your wedding website? Let the DJ ask each table if anyone wants to come up?

Are your parents or the groom’s parents going to be at the wedding? Or a special family member? If so, I’d just send them an e-mail or give them a call and ask if they want to/plan to make a toast at the wedding.
As for anyone else, if you don’t mind sitting for a bit through a few toasts, I’d just have your DJ open the floor up to anyone who wants to make a toast or give a speech.

The only toasts usually are the best man and Maid/Matron of Honor. I’ve been to one wedding where the father of the bride made a toast.
