I'm not sure what type of a wrap you want - like a label? If so, can't you find pretty paper, cut it to size, and print or stamp your info on it, then glue it to the bottle?
if you look on etsy there are tons of people that make them. If they are over your budget I think it might give you a great idea on how to make them. Take a look at these. I think they are cool and you can make them. You can also always design your own label with someone on etsy

You are so welcome. You will become obsessed with Etsy! I dont know how crafty you are, but I think you can easily make something like this using card stock and cutting it to the right size, then putting a rivet on each end and using ribbon to tie it, you could get really crazy like this person did and sew two pieces together but I think even just one piece in your coordinating color would be really cute

anyone know where i can buy wine bottle "wraps" for cheap? i bought a customized monogram stamp and just need plain wraps and im going to stamp them with my monogram. thanks :) (im giving away our favorite bottles of wine as favors- per family)
