I’m not sure.  The high-waisted stuff can be hit or miss on any body type that’s not, well, the model.  It looks terrible on me, and I’m a very hippy size 4.

Does the ruffle scale with size? What really bothers me is when the ruffle is designed to look good on a size 2, and then it stays the same size (smaller proportionately) on the larger sized dresses. I’m not a size 18 and it bothers me when accents on my clothes are “off” proportion because they were designed for the smallest size.

I think that’s a style that would look good on a lot of body types.  If she’s endowed, you might want to attach straps to it so she’s not uncomfortable.

It depends on how she is shaped/where she carries her weight.

I have much larger hips and even though my waist is smaller I feel that a dress like that would really emphasize my larger bottom half.

Also, if she carries most of her weight in the middle (apple shaped) then the dress probably wouldn’t be flattering at all.

Depends on her body proportions not all size 18s are identical. I think she has to try it on to tell
