My wedding party is my sister and FI’s sister. FI’s sister hosted my shower and can help out more because she’s older and lives in state, whereas my sister is still in college across the country. Can I make them both Maid/Matron of Honor, or is that weird?

I don’t think that is weird at all! I’ve heard of brides having more than one Maid/Matron of Honor in their bridal party and of people only having a Maid/Matron of Honor (myself included) so why can’t you just have two MOH’s and no one else? I think if these girls are imporant to you and they are both your sister (real or in-law) and what a great way to honor that relationship and have them stand by you

That’s what I did. I had two “ladies of honor,” my cousin and my best friend. They were the only people I wanted to stand with me and there was no way I was choosing one over the other.

There is no problem with that, I feel whatever you want to do….do it!
