I think I’ve seen several allure dresses like that, and they tend to be in that price range.  How about these:

I would call around and see if you could find someone who carries that brand, because there are a lot more than that on the website.  Also, keep in mind if the dress is strapless but not a sweetheart, you can make it into a sweetheart with alterations.  You might have to start thinking that way if you are going to have really specific lists of criteria like that.  Also, if you are looking of a strapless dress remember that there are only so many options to do with the back which will still allow the dress to stay up.  So you may have to be flexible there too.  However adding a corset is another alteration that gets done all the time, so don’t rule out dresses that don’t have that off the rack.

You could get a custom made dress. Most of the time they are actully A LOT cheaper then designer dresses.
