I know its not what you asked, but why not just buy a new modest dress? There are lots around   and they aren’t  all expensive ( look up LDS brides or similar)  Why  wear a dress with such a history…sell it or donate it and start fresh I reckon.

You could add a plain bolero or sleeves to that dress , though it has a lot going on already.

I would try to sell this dress and get a new one. I don’t think adding sleeves would look great with how much is already going on with the dress.

If it’s a Mormon wedding then adding simple straps isn’t going to cut it, you need proper sleeves. I can’t really picture that working for this dress. It would probably be easier to buy a more covered dress.

I think it wouldnbe fairly difficult to add enough sleeve on that dress because, at least what I have seen on actual,marketed as LDS bridal gowns, the neckline also needs to come up. I would think starting from scratch would be easier. If you really want to keep this one, something like this might work.
