@Hbhb: I’d do a quick yelp search of seamstresses in your area.  Read the reviews, and maybe even search the reviews for anyone who talks about 1) quality of seamstress and 2) affordability/pricing leads that might help you.  David’s is infamously expensive at alterations, and you can probably find cheaper elsewhere!

I think it really depends on the actual store you visit because obviously the same person doesn’t work in alterations at each DB, but I can tell you we had an awful experience there for my sister’s wedding. They charged a ton, which we didn’t really realize because we didn’t shop around and had never been part of a wedding before, and made all of our dresses too short, so we had to go back in several times because they just could not get it right. My best advice to you would be to talk to people in your area and look up reviews to see if there’s anyone locally who does a good job. Local shops often have better deals and perhaps more experience! Good luck to you. 🙂
