what color is the leotard and where is the discoloration?

If it is discolored to a light pink it sounds as if the blue color has been bleached out of it. I doubt that you are going to get rid of the stain.

My fallback for stain removal , after trying the usual methods, is Tilex. If you can’t get the stain out with Tilex, it’s not going to come out.

 Be aware that Tilex can destry some fabrics but if the choice is throwing away the garment or trying the Tilex, it’s worth a try.

As a previous poster has said, you can always replace the leotard quite inexpensively.

I dye leos at work frequently and they are very easy to dye.  However, the spot will still dye differently from the rest of the leo.  My guess is that if the spot is low enough on her tummy, the tutu will cover it.  Like abbyful said, Discount Dance is the best place to get a cheap replacement if need be.
