I think it’s really going to depend on what his background is and what field he is looking to go into.  You get your bach. in a specific engineering then get your masters in systems.  And usually that’s focused in one area – aerospace (spacecraft or aircraft), chemical, automative, nuclear, etc.  So I don’t think you’ll be able to search for just “systems engineering,” you’ll have to search for “aerospace systems” or “chemical systems.”  What are his degrees in?  What field does he want to go into?  Any part of the country you’re looking to move to or stay in?

I work for an aerospace company near DC and engineers with their masters start at around roughly $80,000.  I have a friend with an masters in aerospace systmes working in LA that started off somewhere between $80,000 – $90,000.  This varies with school and experience though.  The salaries I listed are for fresh-outs and both of these places are commercial.  Commerical usually pays better than government, but benefits vary.
