Does she not want the area code to show up?  Because she could always call from a pay phone.

Use skype? It shows up with weird number, I don’t think you can find who called you. You definitely can’t call the person back.

I don’t think there is such a thing as a totally untraceable call. I am wondering why she wants to make that type of a call. She could get in trouble.

Prepaid cell phone, one you can pick up at Walmart.  Use false info if you have to sign up for anything to activate, then throw it away and never use it again.

@Shirinjoon: By law, if she is reporting something, they are supposed to keep her identity confidential. If she is reporting something, they will need her name and contact information to be able to verify that what she is reporting is coming from her and that it is true.

@SweetRose2011: If she was in a situation where she is calling a private citizen and they didn’t want her contacting them, she could be considered a stalker; depending on how often and/or how far the situation would go. That doesn’t seem to be the case here though.

@Shirinjoon: I would just be sure she pays with cash, then makes the call a good distance from her house, as it probably can still be triangulated. I’m not sure how serious she is about her security, but if she went home and made the call, I’m pretty sure most police forces could pinpoint where the call was made from. Not 100% sure, but it might be better to be safe than sorry.

Technically every call is traceable, if the person really wants to trace it. The only untraceable calls are from scrambled numbers that go through the internet.
