@brideatbeach: Try Harney & Sons, you an buy loose leaf tea on their website.  Teavana also sells loose leaf tea by weight.  I prefer Harney & Sons though.  A lot of the hotels in England use their tea for afternoon tea service.  

I am not sure how much you’ll need, but I am sure you can find information on their websites.

I know chains like Argo tea or Teavana will let you buy loose leaf tea in bulk, but I’m not sure how pocket friendly they are. I love Todd & Holland, and their website has a search by price feature…but they are definitely on the costlier side (so I only get to go there on my b-day to stock up).

Sometimes SO and I get lucky at discount retailers like TJ Maxx or Marshall’s – they occasionally get tins of English looseleaf teas for about $3-7 per tin, depending on the type of tea.

If each one of the favors will be for one cup/one brewing, I’d say you’ll need about 1-2 tsp of loose leaf tea per favor.

I find that adagio.com has really delicious loose teas, but I don’t know if they’re the cheapest.

Republic of Tea

Their tea comes in canisters with 50 round tea bags but online, you can order bulk of either loose tea or tea in bags
