LOVE Penelope.  I’m a huge Jane Austen fan, so I’m partial to Jane.  My only other suggestions would be Penelope Kay Gibson and Penelope Anne Gibson

i think one syllable names would work well with penelope or penny.

my first thoughts were Kay, Kate, Jane, Ann, Grace

I agree that a one syllable name would likely sound best. Of the ones already mentioned, I like Ann/Anne, Grace & Kate.

How about: Mae, Claire, Dawn, Faye?

I really like one of Corgi’s suggestions.  Penelope Jane has such a nice ring to it.  You could even call her PJ for short! 🙂
