I know of the PV interpretive center, which isn’t on the beach but has a gorgeous view of it. I honestly don’t know about the cost but it is run by the city so it can’t be *outrageous*. There is also La Venta up in PV, but I know it is pretty pricey (although I don’t know exact costs.)

la venta has a food and beverage min around 20k. I do not know many places around la that are less than that. There is a really pretty grass area in la jolla. Its directly in front of the beach near the area with all the seals =). It is not expensive to get a permit to have a wedding there. There is the hyatt in huntington, but that has a min around 20k too. I do not know what your budget is, but I do not know of venues in the area that are cheaper than that.
