Le Chateau usually has a good selection of dresses. Also try department stores like The Bay or Sears they usually have a good selection of dresses.

ETA: What about Nordstrom’s online?  Or Dress Barn? Not Canadian, and it might cost you a fair bit up front to just buy a few dresses to try and send back in various sizes, but they ship quickly.

Also try Fairweather’s.  They always have a large selection of formal dresses: short & flirty and long & formal.

( http://www.fairweather.ca , but they don’t have any clothing online)

In Mississauga the Square One Mall has a TON of formal dress shops (lots of no-name ones in the hallway by Zellers). I’d suggest having them walk around the mall for a bit.
