Urban decay eyeshadow primer. Then put a layer of bare minerals foundation or mineral veil on your lid close to the lash line. Gives it a nice matte look. I then usully use urban decay 24/7 velvet. It’s a pencil but goes on soooooo smoothly.

Just read your comment about the 24/7 and contact wearers! I don’t wear contacts so don’t have that issue. Have you tried liquid liners?

yes, nearly all liquid liners work well for me. it’s more that I’m wanting a non-liquid liner for my bottom lashline and waterline so I can maybe get a more dramatic look with smudged and thicker bottom liner than you can do w/liquid.
I’m trying out marc jacobs highliner gel crayon now (it’s a pencil that they say has best parts of gel and best parts of pencil in one)- I’ve seen great reviews on it & I haven’t found anybody having problems wearing it with contacts.
gel tends to smudge & travel too much on my bottom lashline, but it’s perfect on my top lid.

I have good luck with NARS Larger Than Life eye liner on my lower tear line. I use a light color (Rue Bonaparte) to brighten my eyes. But I can’t speak to wearing it with contracts because I’m a glasses girl. Even daily throw away contacts are too irritating to my eyes (borderline “dry eye” according to my eye doc + irritated “seasonal” allergy eyes). I will say that my regular eye irritation level does lead to a fair amount of tearing up and rubbing, and the NARS eyeliner hangs in there.

despite lots of ppl loving pencils (I love the look myself and smudgeability), it’s seeming like none will work: I tried urban decay 24/7 perversion, marc jacobs highliner gel crayon, revlon colorstay, and all mac pencils and I put them in bottom lashline only (not waterline) and they all moved around in very uncute ways. Without any tears, sweat, or oilyness/shine. (I figured out new face products that leave me fully oil and shine free from morning til night w no blotting).
I guess all that’s left to try in pencil might be a benefit or nars pencil and maybe a Bare minerals one. The best gels all move when on my bottom lashline. So I might just have to stick with the liquid liner on my bottom lashline. 🙁

UPDATE: I’m back in the game. pencil eyeliner has been staying just fine under my eye if I don’t line waterline or corners and right before I put it on my lashline, I use a thin brush to apply a tiny bit of soft ochre paint pot to the area, then my primer, then the liner (so far marc jacobs highliner is working), then I stamp over the eyeliner w carbon, then blend just below it w a brown mac shadow, then I use a thin brush to put a very thin line of powder (banana) all under the liner, boxing it in.
I’m going to also try this approach with inglot gel liner (amazing for top lid- so so black pigmented), nars larger than life (but via veneto isn’t as black as inglot amc 77 or marc jacobs highliner), and the stila long wear pencil.
So far, no pencil has stayed on my waterline or in my corners well. I’m going to try to combine whatever works best for under eye lashline (so far only marc jacobs) and see if something else (inglot gel, a waterproof liquid liner, stila’s pencil, or larger than life) will work just on waterline or just in corners of my eye.
I’ve also read about some products that “seal” liner. Haven’t tried any of those yet, so maybe I should.

I have to agree urban decay 24/7 liners are the best
