futuremrs2020 :  I have seen some courthouse weddings with a best man and maid of honor. You can have them hold the rings and flowers as you described. In my state, you need 2 witnesses to sign your papers anyway so might as well be the two of them as well.

In my state you need two witnesses to sign the certificate, so that could be what they do.

I got married at City Hall this January. We only had our parents and my sister in attendance. DH’s siblings live out of town and we didn’t want them to have to fuss or travel so we just celebrated with them when we eventually saw them. DH and I each picked a witness. I chose my sister to be witness/maid of honor. DH chose his father to be the other witness. My sister held my bouquet and our rings during the ceremony. She was the only “bridal party” person and wore a dress that we picked out together. DH did not want to choose between his two brothers and many friends who he has been best man for to be his best man so we opted to just have my sis as maid of honor and it worked wonderfully.

Congratulations and I hope your special day is wonderful! 🙂

We loved our decision to get married at City Hall and keep it small. The day was so special and intimate, and we grateful we were able to spend quality time with our parents who have loved and supported us so much.
