@carysew:  The Dessy flat that you posted (the wee photo of the white shoe) can be dyed.  Perhaps you could speak to your local cobbler about dying them a royal blue?

This is a bit over budget ($150 – $200), but worth a look at least – http://www.shoesofprey.com/.  It’s a website where you can custom design your own shoes, and they do have royal blue color options.  

Dyeables would be a good option if your budget is firm.  I know that David’s Bridal has a ton of color options with their shoes and their shoes are in the $50 range.  You will not get a lot of repeat wear out of dyeables though; once they get wet, they will get stained.
