I just bought my Bridesmaid or Best Man dresses yesterday and I’m the same, ALL my maids are full busted so I ixnayed the strapless.  Our theme is vintage as well and I love this dress and so does all my maids.  I’m having a maid who will be 7-8 mos prego on our wedding day and this material is very forgiving.  I’m not sure what your budget is but this dress is from DB White by Vera Wang and its $178.  I bought my dress there so they all get a discount for their dresses.  Heres a picture of one of my Bridesmaid or Best Man.  Good Luck!

Have you checked Etsy? There are quite a few sellers there who will make made-to-measure dresses in your choice of fabric patterns and fabrics. of course the downsize is you can’t try them on first, but if you do a trip to the mall for the ladies to give you a sense of what styles work best on them, you could have your etsy seller suggest similar patterns from their selections and either have different dresses but in the same pattern, or in coordinated-but-not-identical patterns, made to each girl’s size.  

You can get the same concept from a bunch of different dressmaking sites (usually the designer knock-off sites, often based in China) but their selections tend to be more traditional and less vintage.
