Because they are inexpensive I support you to say “This is my choice. Please purchase asap.”

At that price I don’t think they have much basis for objection. Inexpensive shoes are often not that comfortable though , so don’t be surprised if they ditch them fairly fast at the reception.

Are they allowed to find a similar shoe in the same color but with a lower heel, because if they arent comfortable with the heel height they wont be at their best on the wedding day.

I’m sorry, but there is just no way that I could pull off that shoe. While I think it’s cute, it’s unrealistic to expect your ladies to to wear that high of a heel. I would encourage you to consider selecting a color/style (neutrall, peeptoe etc) and telling your girls to find a shoe that meets that criteria.
