This is neither a regional nor a socioeconomic or low budget thing, it’s an ignorance of etiquette thing. Just because something is common practice in a particular circle does not mean it’s acceptable or polite.
I think the inspiration originally came from community organized and sponsored weddings, where pitching in is appropriate. The distinction and the meaning of what it actually means to be a host was somehow warped or lost along the way.
Again, “bridesmaid” is an honor you give someone, not a job description.
