I wouldn’t expect a meal at 2:00. That is between lunchtime and dinnertime. I agree with a pp. Cut back and have fewer dessert choices and instead have something inexpensive yet savory/”finger foody” and filling instead of all sweets. That way, the people who travel a good distance will not leave hungry.
Be sure your guests know the reception will end at 5:00 so they won’t expect the reception to last into the evening and assume a meal will be provided.

I think that because of the time of your wedding, doing a dessert/snack menu is great and I wouldn’t feel slighted at all. I do agree with PPs that maybe adding a few savory items would round out the menu…just some hummus, chips, or veggies and dip. Make certain to include this on your invite though…”Dessert reception to follow” does the job just fine.

It would be fine, as long as you include the food specifics on the invite (as others have said). The timing is great for a desert reception, everyone will have had lunch, perfect 🙂
