I wanted to throw in my recommendation for a VERY budget-friendly wedding venue in Southern California, the mecha of extremely expensive venues. Our location was outdoors at the nature park, and it included the chairs and a few tables. The beautiful wooden gazebo is already photo-ready, and there is a park ranger on site to help a bit. It also has a few indoor rooms, in case of weather emergencies. There is a pretty room for the bride to get dressed in, with a bathroom. Parking is NOT included, so you will need to budget for this, but the total cost for the location (Ceremony + Reception) when we got married in 2016 was only $800! In this state, that is a smoking hot bargain! We had to book a year in advance, so you do have to hop on early to snag this deal.
I found this venue to be absolutely stunning, and it required very few decorations because it was so naturally beautiful. There is an orange grove, hiking trail, grassy meadows, stone walls, and even a small creek. These all made for stunning photography spots, and it was all super easy because it was all in the same small area.
You do have to do a fair bit yourself in terms of set-up and decorating, which is why the price is so cheap, so if you are looking for a DIY-friendly location on a budget, this is it. If you are looking for a location where you can purchase an all-inclusive package, this is not the place. You will need to purchase permits for noise production and food vendors, you will need to set up all of the decor and tables/chairs yourself, and everything must be removeable and not cause structural damage. This is a nature park, so you should know that there are no fires/candles/confetti/silly string allowed.
It does have bathrooms for the guests, with multiple stalls, which are stocked for you. It has a kitchen, oven, refrigerator, microwave, etc. and a sink, which is hugely helpful.
