I think if you don’t want the candles to be lit period, then I’d try to find a different solution for your centerpieces.  There are a ton of ideas out there, even just on this site!  It seems to me that unlit candles will just tell your guests that someone forgot to do their job, or your service staff might take it on themselves to light them.  If you’re just worried about the wax, try modifying your centerpieces to use pillar candles or contained votives.  Mrs. Pineapple just did beautiful centerpieces with pillar candles and paper roses, should only be a day or two back.  Good luck!

Lit candles are beautiful — I used them in my decorations and everyone loved them.  If you really don’t want to light the candles, you can buy the kind that run on batteries, this way the wax does not get all over everything.  You could also put the candles in a holder that will catch the wax.  Good Luck.
