Is there an event coordinator at the venue?  They might be able to tell you what other brides have done at that venue in the past.

That being said, I think that cocktail hour is what your guests are supposed to do while the couple & the wedding party & parents get photos.  Maybe you can arrange for cocktail hour to be hosted in the restaurant?  How much rearranging do they have to do to convert your ceremony area to a reception area?  I went to a wedding once where they had the tables set up for the reception, and the couple got married on a stage at the front of the ballroom.  They passed some appetizers and served drinks while they had photos and everyone had a great time.

My venue of choice also has an indoor ceremony/reception area that would share the same space. They have an area for cocktail hour that all the guests would go to wait..like a lounge type area. Ask your venue what they do!! 🙂
