Probably can’t put chairs or be private, but the Brooklyn Botanical gardens has cherry blossoms so wouldn’t hurt to ask.

Brooklyn Botanical Garden definitely does space rentals for weddings, not sure if they allow it right at their cherry blossom area though – all I know is they have fix hours when they won’t be open to the public and it must be a small wedding, which sounds like that might work for your situation.

I was also going to suggest Brooklyn Botanical Gardens.

Also, Snuff Mill might be reopened at the NY Botanical Gardens by then and they also have cherry blossoms, I think.

I looked around online for you, I havent been to these places, so cant vouch for them but:

I asked the Fiance, he grew up here in NYC, and he said ‘like a hundred thousand’ in Long island.  Haha I know, not totally helpful, but it means that there seem to def be Cherry Blossoms out in Long Island. I would maybe focus your research that way, and in Westchester.

Just a follow up, as the Fiance became more helpful!  He said StonyBrook University and that they do a big festival every year and also do weddings.  He said to look at Universities as they actually have some amazing set ups and do special events.  Hope it helps!
