I play guitar, and most experienced guitar players can be pretty loud without an amp. (I’m not “experienced” but my fiance is). Are you having someone accompany with singing? Or would it just be the instrument? I’ve never heard an actual harp so I can’t vouch for that one!

@BrookeClouser: I prefer a guitar but I could just be biased because that is what we are having….we have an acoustic guitar player that plays and sings. I work in a hotel where we have a harpist there all the time. He is pretty cool and can cover a lot of songs that you wouldn’t think of for the harp….but it gets old to me.

One of my childhood friends was a professional harpist – she would do weddings (and many outdoor events) but she refused to do the Bride’s entrance.  She felt the harp wasn’t a strong/dynamic enough instrument.  The harp is definitely OK for an outdoor venue, but you need to be certain the harpist is good with it.
