Most stores don’t allow food or drink, so probably a no. And the liquor license thing is also an issue!

Amsale in NYC will let you bring in champagne.  And if you buy a dress from them, they actually give you champagne to celebrate!

my store served us champagne when we arrived and more when i got my dress

I always thought it would be super fun to have a glass of champagne to celebrate finding The Dress, but in hindsight, there is no way any of the bridal boutiques I went to would have allowed it (for many, many reasons).

I second what another poster mentioned – celebrating after you’re done dress shopping! After a successful day of dress shopping, my ‘maids and I hit up a bar right next to the bridal boutique, and celebrated with several bottles of wine and delicious appetizers while talking for hours about my dress and the wedding. It was perfect.
