I’ve been a Chicagoan my whole life and enjoyed the Architechture Boat Cruises along the lake/river. They don’t run during the winter, but you could probably still give him a gift certificate for Christmas. Other fun ideas (that even I would enjoy as a resident and not a tourist) would be a segway tour, Weird Chicago Tour (take you to haunted places in the city), or the Untouchable Tour (takes you to famous mob spots and Al Capone hangouts).

Also, if he loves food like you said, check out The Chopping Block. I am going there next week for the first time to do a group cooking lesson with co-workers. They do have a whole schedule of events for individuals/couples to go as well (not just private parties). There are also Chicago Chocolate Tours where they give you samples of different chocolates and desserts along the way!
