Since there likely will be a lot of time between the end of your ceremony and the beginning of your reception, I think you’ll want to treat them as two separate events so that people will realize that they should be getting some dinner on their own before heading to the reception.

I am making two presumptions that may or may not be correct. I am presuming that your reception will be taking place at a different location than your ceremony, and that, in addition to cocktails, you also will be serving some type of heavy hors d’oeuvres. If that is NOT correct, then what I am recommending probably would not be the right solution.

If what I have presumed is correct, I would recommend including a separate reception card in with your invitation.  The ceremony time and location obviously would be noted on your invitation.  On the reception card, I would use wording something such as this:

Hors d’oeuvres Reception
Seven O’Clock
List Venue Name Here
List Venue City and State Here

@polarice: Will you be serving any type of food with the cocktails?

That sounds great! I think my original wording — and idea of using a separate reception card — would work then, even if the venue is the same, since you are having heavy hors d’oeuvres and all of those other wonderful goodies! Even if you decide to just include this information on your wedding invitation itself, the primary pieces of information to convey are “hors d’oeuvres reception” and the time it will begin.

Are you expecting people to leave to go get dinner and come back?  Or can you change the time to something earlier, like 3pm ceremony followed by 3:30 or 4pm cocktail reception, then they can go get a late dinner around 8 or 9 afterwards?
