I am not from Portland lol but I have been researching City Hall weddings for pictures and ideas online like a crazy (because I am hoping that FI will agree to elope rather than having the wedding we’re planning). Anyway, one of my favorites is an adorable couple that got married at City Hall in Portland so I know it is done. I would suggest calling City Hall to find out the details, procedures, etc.

Not from Portland, but a lot of JOPs will travel to a different location for an additional fee. Or you could hire an independent ordained minister/wedding officiant and they’ll meet you wherever.

@a_day_at_the_fair:  I’m sorry that this process seems so complicated. Maybe you could call the county clerk’s office and see if they know any information about city hall? Or, is there a general information number you could call where they could refer you? The city hall looks so historic and perfect I would think they get lots of calls from people hoping to marry there. Good luck and let us know how it turns out!

Are you only doing online searches?  Have you called the City Hall directly and then start asking from there?  Good luck!  Keep us posted!
