@Inzie09:  I think that that plan sounds great. A lot of people on the bee have a civil ceremony and then a reception. I think it’s a good way to include your local friends and family. And you can always wear your dress for your reception for your church ceremony in Mexico too if you wanted. It’s also possible to have an intimate wedding ceremony at home even if it is civil if you want. I don’t think it’ll be a problem at all.

Buy a great tea length ivory dress for your Civil Ceremony with a nice feathered hair clip and a bird cage veil.  You can change your hair clip to a nice rhinestone clip without the veil and dance the night away at your reception.  You can wear the dress again on your honeymoon in Mexico and for your Mexican ceremony, do wear a nice gown with a long, traditional veil and tiara.  Get a dress that is long, but simple, so that you could wear it again.  See my suggestions below.  I’m in NY, if you need a coordinator or planner, do let me know!  Best of luck to your and your beloved!!!
