I agree with a mid-afternoon (2/3pm) timeframe.  Anything later will confuse guests into thinking they will be provided with a meal.

Can I ask why you aren’t doing cocktails at all, not even a cash bar?

Don’t do 7:30. That’s confusing. I would stick with early afternoon or push it back even later – say, 8pm and then just do a dessert reception.

taylorturtle:  on our invitation itself we wrote “merriment to follow” and then we had a reception card that asked everyone to join us for “hors d’oeuvre, cocktails, and dancing”. As PP have said pump up the amount of food since it’s at a meal time. Basically you want everyone to eat enough to constitute a meal without being a seated dinner. Good luck – cocktail receptions are my favorite!
