I have not tried this. but I think if you are that worried about the dye it sounds like a great alternative to get the look that you want.

I say go for it but tulle can be a PITA to sew! So make sure you have a good seam ripper and some extra tulle πŸ™‚

I had mine made off etsy.  When I showed my mom, her jaw actually dropped!  She was NOT expecting that.  It’s kelly green too, so definitely a big surprise lol.  I love that pop of colour though and it’s so fun!  So do it!
