@MissFlowerPot:  I would start off with a basic bouquet foundation/holder like this:

(found at factory direct craft for about $4) and add a bouquet collar like this:

(also at factory direct craft – $4-5 I think) which can serve as a base to hot glue/stitch a white fluffy boa which should be able to be found at a craft store/party city/costume supply/fabric store for maybe $10ish.

I’m not sure if the boa would give you the dome shape of a standard bouquet, but I bet you could build that up with a half-sphere white styrofoam glued to the collar (maybe covered in white felt or fabric) which would give you a better surface to glue/stitch the boa to.

Then, I’d try to add in the peacock feather and flower brooch to a white floral wire base, and stick it through the boa, into the foam with an all-purpose glue.

From there, just glue the ribbon of your choice around the base of the handle to bulk it up a bit.

I’m not sure if that makes much sense, but it looks like a fun idea and I love the pop of color against the white!
