Not custom, but this dress sounds kinda like what you want. Elaborate top, poofy tulle bottom, drop waist/mermaid shape, and it’s really inexpensive through netbride.com. You could make it more blingy with a different sash, but this one comes with that one in either black, white or ivory.

Ok I did the same thing you are doing combining different aspects of different dresses. I had mine done by Shades of Pale http://www.facebook.com/#!/pages/Shades-of-Pale-Bridal-The-Little-Velvet-Box/196879553692866 they asked me tons of questions and checked with me about even the tiniest of details. I combined 5 different dresses. Their dresses are made in China though, although these days what dresses aren’t. I think they are an American company though because they speak perfect English and they told me that their main business is customizing wedding dresses.
