This one from Monsoon does not have a tulle skirt, but it is so very cute with its scalloped hem, and side bows.  Just a bit over budget, though: $84.00

Maybe stick with etsy, but instead of searching for a dress, search for just a tulle skirt, and then find a cute top to pair with it? I’m getting search results for less than $30

I had the same exact issue!  2 flower girls, and I wanted a tulle skirt, navy blue.  The options on Etsy were gorgeous, but got way more expensive after toddler sizes.  I took a risk and ordered from Princessly.com.  It’s a Chinese website which made me a bit fearful, but the only complaint I was able to find was from when it was an Etsy site.  I’ve ordered the dresses 3 months in advance, just in case things don’t turn out right, and together with shipping they came to about $100 so I was willing to take the risk.  I also used PayPal.  They should be here in about 30 days.  The picture shows the dress in white, but I was able to request in navy blue.

steckarrr:  Check places like Target and Khols too, their on-line selections have more options.  This is $23 at Target:

 **Sorry, just noticed you stated non-toddlers… 8 & 10… still check local stores, many have dresses on line not offered in the stores.

Or do you have an Aunt or a Friend who can make the dresses?

Note: since the girls are 8 and 10, I would also include them in the decision! They may not want to wear tulle but something a little more mature

I don’t know if you really want long dresses for your flowers girls,  but I found a cute pink dress with a little tulle under it for my niece at Kohls.  You might check out department stores… You can always order online and return in store if it’s not what you’re looking for to avoid the return shipping fees.
