Any local wines?? or candy??  Water is always a great option to put in there.  Most bags I have gotten have just the basics in them.  So anything you can add that is local is a great touch.

I like the map idea – a related one is to do some web searching to find coupons or discounts on local restaurants or museums.

Agree about the Metro maps!  You can grab them at the stations.  Definitely something sight-seeing related – your hotel will probably have a ton of brochures for free.  Maybe a copy of the City Paper for that week tucked inside, since it has the schedules for all the clubs and shows.  Utz old bay chips are a great idea.  Maybe in your welcome letter you can include a list of favorite places you or the groom like (i.e. go to Ben’s Chili Bowl, here’s our favorite bar, don’t miss brunch at Georgia Brown’s, the most covenient mall is at Pentagon City, etc) or insider tips like how on the Metro, you walk on the left and stand to the right on the escalators.

Maybe cupcakes from Georgetown Cupcake?  I’ve personally never had them so can’t vouch for their taste, but they have that “DC Cupcakes” show on TLC now so they’re kind of famous.

For some reason, astronaut ice cream from the Air & Space Museum also popped into my head.

I’m sure the souvenier shops (the ones near Ford’s Theater come to mind) have all sorts of DC-themed snacks and packaging.

Or you can just wait until July 4th and stock up on some patriotic red, white and blue candy.
