You can’t have a rational discussion with an irrational person.
I hope the police have some good advice. I’m so sorry you’re dealing with this.

I moved in December. My lease isn’t up until December 2015. I spoke to the managment and they said this is not a lease-breaking event, so I can’t move. I’m going to the police station today with the management for the overall condo complex, but the management my landlord hired to manage just my apartment doesn’t seem to be very helpful. They say it’s just a police matter, but the neighborhood police didn’t help me at all when I contacted them last time.

Document. Document. Document!
If she tries to speak to you again, if your phone has a recording device, use it! Do not engage, tell her sorry, matters are being dealt with through the police, and shut the door in her face.
Sorry this situation is happening to you, irrational people are incredibly hard to deal with, and you should never feel un-safe in your own home.
If management does not do anything about this, inform them you may have to contact legal councel to determine if this ongoing issue they have failed to deal with is indeed a lease-breaking event.

you said it’s a condo building. Is your landlord an owner of the individual unit you live in or do you rent from the management company? If there is a private owner of your condo I would go directly to them and explain what is going on. I would also be clear that this neighbor is the reason you won’t be renewing your lease and furthermore, if they show the unit to prospective new tenants while you are home, you will be very honest and direct with them about the neighbor issues.
An owner will have more leverage with the HOA and the management company than you as a renter will have.

It is a condo. My landlord (the owner of my unit) is not in the US, I believe. He has hired a management company to manage just my unit in the condo complex. The rest of the units are either lived in by the owners, or leased to tenants by the landlord directly or have other management groups. I have no way of knowing. My personal managment company for just my unit is very small. 1 of the guys is helpful and wants me to keep updating him on the situation, and the other tries to brush me off and say it’s not their problem and that it’s a police matter. I am in contact with the HOA management and they are the ones who will be accompanying me to the police station today at lunch. They have no impact on my lease, and threatening not to renew my lease with my personal managment company won’t do anything because this is my first lease term and I still have 9 months left in it.
