You could do a chair sashs to spruce up the chairs. Im pretty sure those are cheaper than chair covers and would still give the chairs a dresser feel. In regards to decorations, what about bunting banners. They are cute, cheap to make and would go with your outdoorsy theme. This way you could have something to hang, and you could still incorporate the mason jars as part of your centerpieces by using the mason jars as a vase for flowers or candles. You could have them going down the center of the tables.

It’s easy to make your own little slipcovers just for the backs of the chairs.Standard size napkins can be sewn together on 3 sides and slipped over the back of the chair.(check your measurements first, obviously). You have lots of time to find a geat deal on napkins or fabric.

The bunting/banner idea is great. You can use 3M Command Hooks on the walls to suspend the line from. Those hooks come off the wall with absolutely no damage.

Try to use tablecloths that are a little loger than the ones shown in the pic.

This would be a perfect venue to use vintage tablecloths as overlays with mismatched china etc.

How about covering the chairs with fabric bows, like these (but in maybe burlap or another color):

As for the mason jars I would say maybe place them in the windows or have them hang from some string lights:

Or even frost some mason jars and use LED lights like this:
