Can you tell him on the phone?

@RunnerBride13:  I am with you.

I would do it over the phone and not in person. Then arrange the next meeting at a restaurant where you can arrive first and be seated when he gets there.

@Mrs.Maeby:  I would put off the visit by a week or two and send him a card first congratulating him on becoming a granpa.  That way he has time to process the information before you have physical contact with him.

@Mrs.Maeby:  Could you tell him in a public setting? like give him a #1 grandpa card at a resturant while you are seated or at a busy place where he would essentially be in the way if he was hugging you long or asking odd questions?

Given your added information, I think either do as @aliciapdx:  suggests, but then also start speaking up for yourself, like you did at the wedding.

allo him to hug you and then say “OK dad, thats enough hugging” and back away. If he persists, say “this is making me uncomfortable, please stop hugging me now”

@Mrs.Maeby:  You can always show up to lunch and say you have an Drs. appt you need to be at in one/two hour and then tell him the news so you have an out.  Sounds like he can’t be contained.
