If the budget allows 1 per person rather than per couple it’s nice, but no one would be offended if it’s per couple.

I think it depends on the budget more than anything. Even then, I suspect what the gift is can play a role in deciding what would be best.

If you can only pull off one per couple, I think that works just fine. If you can do one per guest, you’ll probably have plenty willing to snatch up whatever others don’t take with them.

I’m doing photobooth frames, so I’m doing one per person.  The frames are also doubling as placecards.

I would also recommend one per person, but if you have like 300 guests, one per couple or family is understandable.

I like the idea of one-per-person, so you’re not discriminating against couples (since I’m assuming single people would get their own).  It’ll be easier that way if you’re putting one at each place setting, and if you have them somewhere else for people to grab a lot of couples might grab 2 anyways and you’ll run out.

If budget allows I’d do one per person just for ease of laying them out. So much easier to just say “every place setting” than have to go through spot by spot.
