I went to a wedding last summer in the mountains of NC and I was very happy that the ceremony/reception were at the same site.  Mainly because there’s virtually no cell phone service up there and the roads are so curvy that it was difficult to travel even to the ceremony site, and not being able to contact other people easily made it insanely frustrating when people got lost just trying to find the wedding venue.  Maybe you could rent a charter shuttle?

Are you going to go there & view both places before you put down any type of deposit? Or are you just going to go by what you see online, etc?

I would feel uncomfortable with that.. some people may take cabs rather than renting a car, some people may feel uncomfortable driving in the mountains, etc. I suggest you ask people at both sites where people usually do the other (ie. ask the reception site where people usually have their ceremony and visa versa)

if you provide shuttle service it would be fine. like a pp mentioned, i would be worried about making your guests drive difficult and unfamiliar roads.

You could contact the city and found out what other venues there are used for weddings..

I think the boat idea is neat and as long as its with in your budget that seems like a fun & different idea.

I think the boat idea is fantastic since you’re providing transportation for them.  And it would be super cool and pretty!
