    I would start pricing things out and go from there.  If you have to take everything with you to Jamaica, I would stay away from anything glass.  Maybe get some inexpensive shells and pillars and play around with different designs at home.

    If you have to take everything with you or ship the supplies ahead, I would go for #1. Nothing breakable.

    Do you have a contact in Jamaica who could locate a supplier of the pebbles for you? If you can buy them in Jamaica it would cut down the weight significantly.

    Find which option would be the most feasible, financially. Then do a trial run. The trial is so important because you can determine size, scale, and if you will need less/more of anything.

    I also bought my candles from dollar stores & candles4less.
