Do you want to just do them on the edge or an all over scattered design? Also, how wide is your veil? Of course it also depends on how close/far apart you want them.  

If close together, plan on about 3-5 crystal beads for every 10 square inches of fabric.  So for a 108″ wide by 2 yard (6 feet veil) you would have 7,776 inches of fabric and need approximately 230-350 crystal beads. Since it is gathered at the top (and you will probably want them more spread out), I would go with the lower end of the estimate.  If more spread out across the veil, then 100-ish (or even fewer depending on the spread).

But really just lay it out and place the beads on it how you like it, and then multiply it out.
