Aileen –  I’d say it really depends on what size paper you’ll be printing on! I used Adobe Illustrator, since it made it really easy for me to customize the size of my program paper (5.5×11) and print on it properly. The free version of Illustrator (Inkscape) works great in this regard as well!

Microsoft publisher is great, Illustrator is great too!  You can also try photoshop if you have that.

We’ve been working in Illustrator to create ours.  There might even be a free trial of it somewhere if you don’t have it.

I have used Photoshop for all of my projects and love it 🙂
